The Mines and Geosciences Bureau Regional Office No. V (MGB R.O.-V) through its Confiscation Panel conducted seizure hearings pursuant to Section 13 of Memorandum Circular no. 2018-01 that resulted in the confiscation of equipment and machineries of Chinese led Liaoning Fenghua Group Philippines Mining Company valued at Php8,157,600.00 for failure to appear and present proof of legitimate authority to engage in small scale mining operations in Barangay Casalugan, Paracale, Camarines Norte.
The seizure order issued by Regional Director Guillermo A. Molina, Jr. IV dated June 30, 2020 became final and executory last September 15, 2020.
It may be recalled that prior to this event, MGB R.O.-V initiated series of actions against Liaoning Fenghua Group Philippines Mining Company. As early as January 10, 2017, MGB-ROV issued a Cease and Desist Order (CDO) directing the stoppage of any form of illegal small-scale mining and mineral processing operation in the Municipalities of Paracale, Jose Panganiban and Labo, Camarines Norte. On July 10, 2018, after a follow-up surveillance, the Office confirmed that active illegal mining operation in the same area still existed. Immediately thereafter, on July 17, 2018 MGB-ROV, in coordination with then Mayor Lourdes V. Briguera of Paracale, Camarines Norte, led a team composed of the National Intelligence Coordinating Agency, PENRO-Camarines Norte, TF DEMM, PPO-Camarines Norte and the Philippine Army which conducted “Operation Pagsasara ng Minahan” in Baranagy Casalugan, Paracale, Camarines Norte. The operation resulted in the apprehension of Liaoning Fenghua Group Philippines Mining Company being an erring mine operator.
This successful confiscation was in consonance with the vigorous campaign of this Bureau against illegal mining operations in the country, particularly on Region V.
