All of the concerned applicants for quarry, sand and gravel, guano, gemstone gathering, and the like may now avail of the services of the City Mining Regulatory Board (CMRB) Naga after its officers were named and others elected during its organizational meeting with the presence of RD Guillermo A. Molina, Jr. IV and MGB R.O.-V technical personnel before the permit holders of Camarines Sur last June 23, 2020 at Bicol Science Centrum, Naga City Hall Compound, Naga City.

RD Molina assumes as the mandated Chairman, City Mayor of Naga Hon. Nelson S. Legacion as member and the following elected members namely:

Large-Scale Mining Representative (Orophil Stonecraft, Inc.)

Upon organization, RD Molina together with MGB R.O.-V technical personnel has conducted orientation briefing on the functions and duties of the CMRB to accept, process and evaluate applications for quarry, sand and gravel, guano, gemstone gathering within its administrative area of jurisdiction. MGB R.O.-V employees further discussed salient provisions of Republic Act (R.A.) no. 7076, the People’s Small-Scale Mining Act of 1991, RA no. 7942, the Philippine Mining Act of 1995 and Executive Order no. 79, and their implementing rules and regulations as embodied under Department Administrative Order (DAO) no. 2015-03, DAO no. 2010-21 and DAO no. 2012-07, respectively.

The creation of CMRB has formally enumerated the duties and functions of the Provincial/City Mining Regulatory Board as provided for in Sec. 24 of RA 7076, as follows:

(a) Declare and segregate existing gold-rush areas for small-scale mining;

(b) Reserve future gold and other mining areas for small-scale mining;

(c) Award contracts to small-scale miners;

(d) Formulate and implement rules and regulations related to small-scale mining;

(e) Settle disputes, conflicts or litigations over conflicting claims within a people's small-scale mining area, an area that is declared a small-mining; and

(f) Perform such other functions as may be necessary to achieve the goals and objectives of this Act.                             

The list of the newly organized Naga City CMRB shall be endorsed to the MGB-Central Office for affirmation of the DENR Secretary indicating the names, duties and functions of all the members and shall be guided by the provisions of DAO no. 2015-03, DAO 2010-21, DAO 2012-07 and other laws, rules and regulations and circulars governing the administrations and disposition of mineral resources.
